The rise of artificial intelligence (AI) tools has created new challenges for the governance of digital platforms. Recently, a Brazilian federal task force identified the use of AI on YouTube to simulate healthcare professionals and spread false information, prompting direct action against Google by the AGU (Brazil’s Office of the Attorney General).
Government Action and the Use of Avatars
The government identified 97 profiles on the video platform using human-like avatars to impersonate doctors or specialists. According to the Ministry of Health, these profiles assign fictional professional qualifications to the avatars and use alarmist language. The goal is to lend credibility to promises of cures and treatments without any scientific backing.
The mapping was conducted by the Saúde com Ciência program, which monitors digital disinformation. The investigation found that much of this content is targeted at the elderly. The fake professionals use the appearance of medical authority to induce users to purchase products, paid services, and e-books.
Notification and Requirements for the Platform
The AGU notified Google, YouTube’s parent company, demanding action within 72 hours. The notification presents two main alternatives for the platform:
- Remove the content identified by the task force; or
- Implement labeling and contextual measures that explicitly disclose the artificial nature of the characters, warning users about health risks.
In addition, the government requested that YouTube evaluate the other channels listed in the report against its own community guidelines on health disinformation and synthetic content. The platform was also instructed to adopt preventive measures against the spread of such material. When contacted, Google’s press office stated it would not comment on the matter.
The Digital Enforcement Landscape
The task force involved in this case brings together multiple federal agencies, including the Ministry of Health, the AGU, the Social Communication Secretariat of the Presidency (Secom), the Ministry of Justice and Public Security (MJSP), and the Ministry of Science and Technology (MCTI). This joint initiative demonstrates coordinated government enforcement to monitor digital environments.
Pressure on technology companies extends beyond this episode. Reports also note that the AGU is currently suing the platform Discord, seeking R$ 500 million in collective moral damages, highlighting the state’s active litigation posture toward internet application providers.
Practical Outlook for Businesses
For executives, investors, and managers of digital platforms operating in Brazil, this landscape requires close attention to internal moderation policies. Mandatory labeling for AI-generated synthetic content and prompt responses to federal notifications are becoming core components of corporate governance and legal risk mitigation in the country.
